I reached out to my wife's brother-in-law, Jim Singerling. He recently retired after 25 years as CEO of Club Managers Association of America. It has 3,500 members. Most are golf clubs both public and private. He has been closely involved in the ups and downs in the golf industry for 50 years in total. Here are his opinions of Billy Casper Golf. His input is independent and certainly comes from several years of his members (the golf clubs) working with BCG.

Great to hear from you. Molly and I spent the month of Feb on Marco Island so winter has been good to us. Today is our first snow storm of the year. March 21st. Go figure.
On the golf course front, Billy Casper Golf is as good as it gets in the business. If the town has the ability to give the operation to them to totally run and make provision for extreme weather (ie; floods, more than five days of rain in a month, etc) that no one controls or is to blame for, give it to them (BCG) and put in a stipend for capital projects each year that the town pays to assure equipment issues, drainage, irrigation, Bunker sand, etc are not built into the fees so the greens fees remain inexpensive for the local golfers.
Again, Peter Hill & Bob Morse, the BCG folks, are better than anything you will find anywhere in the country.
It often comes down to the town or municipality being concerned that the management company is going to make money if the town gives the course to them to run. Of course they will and they deserve it.
It will cost money to put in paths and monitor a park and no revenue will return to the town.
Let the people who do it for a living and also have a great reputation nationwide, do what they do.
Naturally you would want to put a codicil in any agreement that the land should never be used for anything other than its current purpose (a golf course) that the contract becomes void and all assets return to the town.
You get the picture.
